The meeting was attended by a group of duty-bearers, decision-makers and civil society members of both sexes, in addition to representative of HEKS\/EPER Foundation in the Gaza .Strip, Mrs. Amal Shanti<\/p>\n\n\n\n .The report sheds light on the reality of small and micro-enterprises in the Gaza Strip, as it addresses their economic reality, size and nature, the areas and sectors they represent, and ways to develop and promote them in light of the surrounding circumstances, in order to contribute to their sustainability and continuity, which contributes to the process of economic empowerment of those in charge of them, especially the most vulnerable groups among young women and youth, contributing to strengthening social cohesion through the process of strengthening the resilience of these broad segments of Palestinian society .On the basis of the responsibility of CIVITAS within the program of \u201cSocial Justice &Social Cohesion\u201d, CIVITAS has prepared this survey\u2019s report, which includes and will entail how to design and implement appropriate interventions for those needs in the various economic sectors in order to achieve the due interventions, based on a scientific methodology and a comprehensive survey study for most of the projects that have been reached and existed on the ground through a specialized and well-trained field research team. This report also highlights the needs of those affected and owners of small and micro-enterprises owned or managed by the most vulnerable groups; in addition to the small projects proposed and to be launched by many entrepreneurs, as a contribution from their side, in moving and promoting the wheel of the economy and economic growth, as well as their desire and willingness towards improving his\/her livelihood and their livelihood <\/p>\n\n\n\n The research study day was concluded by the following recommendations and suggestions <\/p>\n\n\n\n Encouraging entrepreneurs and non-entrepreneurs to invest their money and assets, no matter how small, in small and micro-projects, as it represents an image of the optimal use of national capital. The capital is directed towards establishing projects that have less risk, and that are alternatives to some imported goods, i.e. adopting a policy of substitution for imports, and that small projects have the ability to attract national savings, and exploit them instead of remaining in the form of idle savings<\/p>\n\n\n\n Calling on the Palestinian Authority, represented by the government and the bodies emanating from it, to support the development process formed by small and micro-enterprises, with parallel growth in the public sector in order to contribute to the process of achieving development in its comprehensive sense, where the State must have an economic role, accompanied by tangible improvements on the standard of living of its constituents, reaching to high rates of social justice, which is a safe haven for the stability of societies and preventing the waste of resources and their proper exploitation<\/p>\n\n\n\n The necessity of enacting a package of necessary, supportive and stimulating laws and legislations for small-scale projects in Palestine, especially the adoption of more facilitating policies for the citizens of the Gaza Strip, especially those affected by the wars and aggressions on Gaza, and working to implement the laws in force, such as the law to encourage investment and financial and monetary policies, including the tax system (tax exemptions) and customs, and interest rates and foreign currency exchange, so as not to burden the owners of these projects, in addition to adopt facilitative procedures and transactions of registration, legalizations, and import and export transactions<\/p>\n\n\n\n Calling for the Government, as well as the administration operating in the Gaza Strip, to adopt financial and financing facilities for the benefit of small-projects, as they are usually established and developed by people who have pioneering characteristics and successful investment ideas, and who usually lack the necessary funding; therefore, financing is one of the basic requirements that small-projects need, which requires reformulating concepts and restructuring financial institutions in line with the provision of these financial and financing facilities<\/p>\n\n\n\n Develop the entrepreneurial component; since the entrepreneurial personalities are the cornerstone of these small projects, these projects can only exist if the pioneering person is available in the community, so it is necessary to adopt the strategy of developing the human element\/resource and work to refine their skills, develop their capabilities and provide their various needs in order to create pioneering initiatives to support and ensure the success of these small-projects with the aim of enhancing resilience and economic empowerment<\/p>\n\n\n\n The need to pay special attention to projects led by women, considering that they are the most vulnerable in our current circumstances, in addition to their urgent need to improve livelihoods, especially since they are exposed to complex discrimination, harm and compound damage as a result of many factors; there is an absolute necessity for the positive discrimination process in their favor, especially the female breadwinners who need a second chance in life, to spare them and their families to face the difficulties of life and are exposed to real danger of this matter on the social fabric, in addition to their right not only to equality, but also to prompt justice as they are a partner in the struggle processes;
